Fondo Conoscenza is the National Interprofessional Joint Fund for Continuing Education

Recipients of the Training

PRIVATE SECTOR - Employees of employers belonging to the Fund for whom there is an obligation to pay the supplementary contribution (0,30%) referred to in art. 25 L. 845/78, including seasonal workers, workers with employment contracts, Apprentices, workers on mobility or in C.I.G.O./C.I.G.S. or who are generally under the "income support" regime pursuant to Legislative Decree no. 148/2015. It is possible to submit Training Plans for the entry training of unemployed or unemployed people that the participating company intends to hire with a permanent or fixed-term contract.

PUBLIC ADMINISTRATION - With the introduction of the New Social Employment Insurance (ASpI), established by Law No. 92/2012, reforming the labour market, the possibility of joining an interprofessional fund, limited to staff hired on a fixed-term basis, it has also been extended to Municipalities and Public Administrations, by allocating the compulsory levy of the 0,30% on payslips (contribution that municipalities and public administrations already pay compulsorily to INPS as insurance against involuntary unemployment) and thus allowing to take advantage of the possibilities of financing Training Plans for the aforementioned staff.

The Fund was authorized to operate by Directorial Decree 54/Segr.D.G./2015 of 2 March 2015.

Why join?

Each company can choose and join Fondo Conoscenza, Regardless of the industry, by the size and territory of reference. Fondo Conoscenza guarantees tailor-made tools and funding for all companies and training institutions.

Membership has a cost?

NO. Membership is free of charge as required by law 388/2000 which defines that companies can allocate to an interprofessional fund the 0,30% of the monthly payments due to INPS for each employee.

If a company does not pay into any funds, can withhold payments due to INPS?

Unfortunately, the money does not stay in the company, if they are not allocated to an interprofessional fund, the contributions are withheld by INPS. Joining Fondo Conoscenza is a possibility for companies to recover part of the social security contributions compulsorily paid and allocate them to the training of their workers.

How can I check my company's membership?

The easiest way to check if your company is a member of a fund is through the company social security drawer contained on the INPS website:

  1. By accessing the "INPS Online Services", by entering the Tax Code and company password;
  2. Select "Social Security Drawer" –> "Additional data" –> "Interprofessional Funds".
  3. If already registered, the code of the interprofessional fund will appear, If the code does not appear, the company does not join any fund.

 

What type of training do you finance??

There are no limitations on the type and subject of the courses. The courses are always developed according to the training needs of the company.

 

Legally compulsory training is financed?

Yes, training required by law is financed by the Fund.

 

How long does it take from the submission of the application to the approval of the funding by the Fund?

Approval of the loan takes place on average by the end of the month following submission.

 

What training methods are allowed?

All training methods are admitted, or classroom, Fad, Tiling, Individual and group coaching, training on the job, Seminars, Ect.

What are the procedures to follow to obtain training funding?

The procedures are indicated in the Notices published periodically by Fondo Conoscenza, which can be consulted in the appropriate section of the website. The Notices are the tools through which companies belonging to the Fund can access training opportunities for their employees. All information on the individual notice and the documents required to submit the funding application can be found on the detail page of that notice.

How to join

The membership code for Fondo Conoscenza is FCON

Membership can be done in any month of the year, at the same time as the transmission of the mandatory communications (UNIEMENS/DMAG), and is valid until revoked.

NON-agricultural farms – VIA UNIEMENS

Membership of the Knowledge Fund must be made by the company using one of the monthly contribution reports in the ways illustrated below.

 

  1. Company that does NOT adhere to any Interprofessional Fund: in the aggregate UNIEMENS, within the FondoInterprof, option Adhesion, the code must be selected FCON followed by the indication of the number of employees.
  2. Company that joins another Interprofessional Fund: in the aggregate UNIENEMES, within the FondoInterprof, option Revocation, the code must be entered REVO (which refers to the workers, Clerks and middle managers), then the code must be selected FCON followed by the indication of the number of employees.

Farms – VIA DMAG

Agricultural companies wishing to join Fondo Conoscenza can do so through the DMAG quarterly declaration procedures.

 

  1. Farm that does NOT adhere to any Interprofessional Fund: in the telematic DMAG, within the Special management, option Interprofessional funds, on the New membership, in the Adhesion insertion, under the heading Select the interprofessional fund the code must be selected FCON.
  2. Farm that adheres to another Interprofessional Fund: in the telematic DMAG, within the Special management, option Interprofessional Funds, select Revocation, Then select the code FCON.

Membership can be done in any month of the year, at the same time as the transmission of the mandatory communications (UNIEMENS/DMAG), and is valid until revoked.
